Professional diplomat, born in 1946 in the Osh region of the Kyrgyz SSR. An English teacher by education, in 1970 he graduated from the Tashkent State Institute of Foreign Languages, in 1994 - the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation.
