    Biography Facts

    Rakhmonkulova Nilufar in 2001 entered to the Tashkent State Institute of Law. In 2005 she entered the master’s program of this institute. From 2007 to 2010 she studied in the doctorate program of the Tashkent State Institute of Law, and in 2010 she defended her PhD dissertation on the topic: “Regulation of marriage relations in international private law”. July 21, 2011 (Protocol No. 176/1) the Higher Attestation Commission of the Republic of Uzbekistan awarded her with the degree of Candidate of Law (PhD).

    From January 2011 to December 2013 she worked as a teacher at the Department of International Commercial (Private) Law of the Tashkent State University of Law. From 2014 to December 2016, she worked as a senior researcher at the same university.

    On November 28, 2016 she defended her doctoral thesis on the topic: “Improving the codification of legislation on international private law of the Republic of Uzbekistan” and on December 23, 2016 by the Higher Attestation Commission of the Republic of Uzbekistan Rakhmankulova N.Kh. was awarded with the degree of Doctor of Sciences in Law (protocol number 232/1). As a practical result of her dissertation research, she developed a draft Code of International Private Law of the Republic of Uzbekistan (Act of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan No. 06/1-05/1387 of September 28, 2016).

    Rakhmankulova Nilufar Khodji-Akbarovna takes an active part in the development of drafts of regulatory legal acts of our country. In particular, the proposals and recommendations developed by her were used when making amendments and additions to Article 20 of the Law of the Republic of Uzbekistan “On regulatory legal acts” in the new edition of December 24, 2012, Article 26 of the Law of the Republic of Uzbekistan “On citizenship of the Republic of Uzbekistan”, Part two of Article 2853 of the Civil Procedure Code of the Republic of Uzbekistan, Part Five of Article 237 of the Family Code of the Republic of Uzbekistan, introduced by the Law of the Republic of Uzbekistan “On Amendments and Additions to Certain Legislation acts of the Republic of Uzbekistan" dated September 23, 2016. Also, as a member of the working group organized by the Decree of the President of the Republic of Uzbekistan “On measures to improve the civil legislation of the Republic of Uzbekistan” dated April 05, 2019 No. F-5464, she participates in the development of proposals for improving civil legislation.

    In addition, Rakhmankulova Nilufar Khodji-Akbarovna in 2012-2014 participated in a scientific grant announced by the Coordination Committee of Science and Technology under the Cabinet of Ministers of the Republic of Uzbekistan on the topic: “Actual problems and prospects for the development of international private l law” and in the research project “Improving the legal framework for the development of the economic culture of the family”, planned for 2020-2021 by the Research Institute “Mahalla and Family” under the Ministry for Support of the Mahalla and Family of the Republic of Uzbekistan

    She is engaged in active scientific work. In addition to writing scientific papers, she gives opinions as an official opponent and reviewer of several doctoral dissertations. N.Kh.Rahmonkulova is a permanent member of the scientific council under the number DSc.30.12.2019.Yu22.01 for the award of academic degrees of the Tashkent State University of Law and the scientific council PhD.37/27.02.2020.Yu.107.01 of the Higher School of Judges.

    From 2017 to the present, she has been working as Associate Professor, Professor of the Department of Private International Law and Civil Law Studies and Professor of the Department of Civil Law and International Private Law Studies of the University of World Economy and Diplomacy. On May 13, 2020, the Higher Attestation Commission of the Republic of Uzbekistan awarded the academic title of Associate Professor on the recommendation of the Council of the University of World Economy and Diplomacy (Protocol No. 278/1).

    In August 2017, she participated in the summer courses on International private law at the Hague Academy of International Private Law (Netherlands).

    Rakhmonkulova Nilufar Khodji-Akbarovna is the author of more then 40 articles (9 published in foreign editions), 5 monographs (3 co-authored), 5 textbooks (1 co-authored), 2 teaching aids, 1 methodological manual (co-authored) and 2 handbooks (co-authored).
